Here is how to unlock the remaining stuff in the different Mario Party Star Rush modes.

Party Level
When you complete tasks such as completing a round of Toad Scramble, you earn points that increase your party level. You can earn more points if you place 1st on the modes. Reaching certain Party Levels unlocks game modes, characters, and difficulty settings.

Unlockable Characters
You need to reach a certain level to unlock these characters, or scan an amiibo of a character in to unlock them earlier. You gain levels simply by playing through the game, where it will reward you points when a task is completed.
