Successfully complete the indicated task to unlock the corresponding alternate costume for the listed character. Switch to the alternate costume by highlighting that character at the selection screen, then press Triangle.

Unlocking Playable Characters in Mission Mode
After doing these prerequisites, don’t forget to read the new mail in the Terminal to unlock the characters.
